Instructions

  5. Gradually add the dry ingredients to the wet mixture, alternating with milk.
  6. Fill cupcake liners 2/3 full with batter.
  7. Bake for 18-20 minutes or until a toothpick comes out clean.
  8. Let cupcakes cool completely.
  9. Mix powdered sugar and milk to make frosting.
  10. Frost the cupcakes and decorate with sprinkles and candy canes.
