Instructions
- Preheat your oven to 350°F (175°C).
- In a bowl, mix cream cheese, cheddar cheese, green onions, bell peppers, garlic powder, and black pepper until well combined.
- Fill each mini phyllo cup with the cheese mixture.
- Place the filled cups on a baking sheet.
- Bake for 15 minutes or until golden brown.
- Garnish with fresh parsley before serving.
