Instructions

  1. Preheat your oven to 350°F (175°C).
  2. In a large bowl, combine ground beef, stove top stuffing mix, water, onion, bell pepper, garlic powder, and black pepper.
  3. Mix until well combined.
  4. Shape the mixture into a loaf and place it in a baking dish.
  5. Spread ketchup over the top of the meatloaf.
