Instructions

  1. Preheat oven to 350°F.
  2. In a bowl, mix ground beef, breadcrumbs, onions, cheese, bell peppers, ketchup, egg, garlic powder, salt, and pepper.
  3. Shape the mixture into a rectangle on a sheet of parchment paper.
  4. Roll up the meat mixture tightly.
  5. Place seam side down in a baking dish.
  6. Bake for 1 hour or until cooked through.
  7. Let it rest for 10 minutes before slicing.
